The Organization of the Petroleum Exporting Countries: oil revenue pays for the state.
In our world
Iran, Iraq, Kuwait, Saudi Arabia and Venezuela founded the Organization of the Petroleum Exporting Countries at Baghdad in September 1960. Its embargo of 1973 showed what oil could do to the West.
In TND
In TND one of its founders is Russia's client: Saddam's Iraq, which kept its throne after the Gulf War with Russian money behind it and a Russian guarantee of its independence. Every barrel OPEC withholds now matters to Moscow as much as to Riyadh.
