The situation in 2000
Paavo Lipponen's Finland watches thirteen hundred kilometres of border with a Russia that has not forgiven 1988. Finland is in the Union and the euro, outside the Defence Union, and its trust in Moscow is a currency it can spend only once.

The focus tree
Finland's own tree has 373 focuses. It opens with The Border States, Lipponen's Finland, The Red-Earth Coalition, The Rainbow Again, The Blue-Earth Coalition, The Eurovision Empire and more. By kind: historical (243), industry (136), political (130), army xp (107). Taking every focus, one after another, would take about 31 years - the roads are exclusive, so a playthrough sees only part of it.
Drag to pan, Ctrl + scroll to zoom, click a focus for its description and rewards. Focus names in the guides below jump to it.

Path guides
How to reach each of Finland's roads. The same guides are in game, as free decisions in the Finland Path Guide category.
The Eastern Border
How Finland's tree works:
The tree is laid along the border with Russia, south to north: the Gulf, Karelia, Kainuu and Lapland. Each sector has a readiness (0-100, the Eastern Border decisions) that its focuses raise, and its defence focuses open in three levels, at readiness 25, 50 and 75.
Against them stands the Paasikivi Line, Moscow's trust: it pays in trade and stability, and nearly everything that readies the border spends it. The towns and the trade across the border raise it again. Below 15 the Line breaks.
Two of Three
How Finland's politics go:
The tree opens on the government of 2003, at the top left: two of the three big parties govern together. The Red-Earth (the Centre and the Social Democrats, historical) leads to Vanhanen's quiet country; the Rainbow (the Social Democrats and the National Coalition, leaving the Centre out) leads in 2007 to the True Finns' revolt; the Blue-Earth (the Centre and the National Coalition) splits again in 2007 - with readiness of 60 on average the National Coalition takes Finland into the Defence Union, otherwise the Centre governs on.
Elections are called by focus, never by the calendar.
Something Hidden
Some roads grow out of the border:
One from Karelia, if it is very ready and Moscow's trust very low; one from Lapland, by way of a rock band from Rovaniemi. Each replaces the government. Only one can open; the AI never takes one when historical focuses are on.
Mechanics
How Finland's own systems work. In game: the Finland: Mechanic Guide decisions.
The Eastern Border
The border with Russia in four sectors, south to north: the Gulf, Karelia, Kainuu and Lapland. Each has a readiness (0-100) that its focuses raise; its defence focuses open in three levels, at readiness 25, 50 and 75. The Eastern Border decisions show them.
Against them stands the Paasikivi Line (0-100, starts 60): Moscow's trust, which pays in trade and stability. Nearly everything that readies the border spends it; the towns and the trade across the border raise it again. Below 15 the Line breaks.
The spirit, the Eastern Border, scales army defence and organisation with the average readiness, and trade and stability with the Line.
How to play it: the Line is a budget. Spend it where the threat is, and earn it back with the towns.
