The situation in 2000

Slobodan Milošević's Yugoslavia has been at war for most of a decade. A Kosovo Albanian bombed the federal parliament in 1988; Slovenia, Croatia, Bosnia and Macedonia broke away; Albania and Bosnia stepped in against the cleansing of Kosovo; and in 1993 America and Britain bombed Belgrade. The 1995 peace left Serbia isolated, sanctioned and still holding Kosovo.

A Decade of War

On 22 November 1988 a Kosovo Albanian bombed the federal parliament in Belgrade. Within a year Yugoslavia was at war with Kosovo and Albania, and the cleansing of Kosovo began. Bosnia, Croatia, Slovenia and Macedonia broke away; Albania and Bosnia sent their armies against us; Croatia and Bosnia fought each other.

In January 1993 America, Britain, Canada, Turkey and Norway bombed Belgrade without even NATO's blessing. The 1995 peace was dictated by Washington and London. Slobodan Milošević still rules, Kosovo is still ours, and Yugoslavia is sanctioned, isolated and poor.

The focus tree

Yugoslavia's own tree has 308 focuses. It opens with The Federation, The Sanctions Economy, The Crash of 2008, The Army of Yugoslavia, Between East and West, The Serbs and more. By kind: political (201), historical (138), industry (55), army xp (52). Taking every focus, one after another, would take about 44 years - the roads are exclusive, so a playthrough sees only part of it.

Drag to pan, Ctrl + scroll to zoom, click a focus for its description and rewards. Focus names in the guides below jump to it.

Path guides

How to reach each of Yugoslavia's roads. The same guides are in game, as free decisions in the Yugoslavia Path Guide category.

The Election of 2000

How Yugoslavia's politics begin:

  1. Play Milosevic's last year from : the family and the Red Berets, Otpor, the Democratic Opposition and its candidate, the Election Commission, the Radicals, the media, the sanctions and the Church, and the friends in Moscow. No focus is tied to a date.
  2. needs every line of these months finished.
  3. The road is not chosen: the Uprising decides (the Uprising decisions, 0-100). Otpor, the opposition, the miners, a stolen count and the sanctions (a point a month) raise it; the Red Berets, the Radicals and the regime's crackdowns lower it. At 100 the crowd takes the Assembly: the Fifth of October (Djindjic), also at 80 if the Fifth of October was planned. Otherwise, at 50 or more, a legal handover to Kostunica; below 50 Milosevic holds on, or Seselj's Radicals if they named their price. At 0 Otpor is crushed. The other roads disappear.

Elections are called by focus, never by the calendar. With historical focuses on, the AI takes the Fifth of October.

The Federation

The signature mechanic:

A balance of power between Belgrade's Grip and the Republics' Own Way. It starts towards the republics and drifts that way by itself while Montenegro or Kosovo is still Serbia's.

Towards Belgrade the state is stable and gains political power; towards the republics it loses both. At the far end the federation breaks and Montenegro may go; at the near end it is one state again.

Decisions move it: subsidise Podgorica, army exercises in Montenegro, talks with Djukanovic, police sweeps in Kosovo, or let the republics argue.

The tree is the federation itself: the Federation block has a branch for each land - Serbia proper, Montenegro (the Belgrade Agreement and the referendum of 2006), Kosovo (autonomy, force or partition, and the final status), Vojvodina (Novi Sad answers to Belgrade, or a republic of its own) and the Sandzak (a garrison, or Ugljanin's autonomy) - each held or let go. What Is Left of Yugoslavia counts the four lands still Belgrade's: each held is war support at a cost in political power, each let go a little stability; a land let go before the election adds 5 to the Uprising. Tsar Dusan's Empire needs all four lands, Montenegro. ends the bar.

Serbia in the World

Foreign policy:

In this world the Americans and the British made peace with Milosevic in 1995. Serbia is in neither the federal Union nor its Defence Union: it can be a partner, with lend-lease and advisers, never a member.

Russia is a brother and a gas supplier; the neighbours of the old Yugoslavia remember different wars; Tito's Non-Aligned still answer the telephone.

The Fifth of October

The historical road:

Djindjic governs: reform in a hurry, Milosevic arrested and sent to The Hague, the quarrel with Kostunica, the Red Berets' mutiny, the Zemun clan and the twelfth of March (Djindjic dies and Zivkovic takes over, historically, or he survives). Europe as a partner, Kosovo by talks.

needs every line. The election of 2003 by focus: Kostunica's return, historically, or the Democrats hold under Tadic.

Milosevic Holds On

The regime's road:

The Uprising stayed under 50 and the Radicals named no price. A police state, the family's businesses, the Union State with Russia and Belarus, China's loans, Kosovo and Montenegro by force, the siege economy and the opposition broken.

needs every line; then the succession: Milosevic for life, or Dacic's reformed Socialists.

keeps a portrait of someone older.

The legalists' road:

The Uprising reached 50 at the election without a revolution. Kostunica governs by the book: the old judges kept, no extraditions, Milosevic tried at home, the Church and the Crown Prince (a constitutional monarchy, or the republic), Kosovo as the heart of Serbia, military neutrality and Russian energy.

needs every line. The election of 2004 by focus: Kostunica holds, or .

The Radicals

The Radicals' road:

The Uprising stayed under 50 and the Radicals named their price. Seselj governs: the Karlobag line and (war goals only in a tense world), the Chetnik revival, the one-party state, the tycoons nationalised, Kosovo and Montenegro by force, Russia or nothing.

need every line; then the Leadership Question: Seselj rules, or Nikolic and Vucic found the Progressives.

Mount Athos may send more than an icon.

Something Hidden

Some roads are hidden:

A marshal may speak from beyond the grave, and an emperor may come down from a holy mountain.

The marshal: on Milosevic's road, under the Yugoslav Left, listen to the old general at the congress. The emperor: on the Radicals' road, under the Orthodox Brotherhood, crown the novice from Athos.

Each replaces the road it opens in. Their war goals come only in a tense world. The AI never takes one when historical focuses are on.

Mechanics

How Yugoslavia's own systems work. In game: the Yugoslavia: Mechanic Guide decisions.

The Uprising

Otpor's meter, 0-100, in The Uprising decisions; it starts at 20 and rises by 1 a month until the election.

Up: Otpor, the miners, the opposition uniting, a stolen count, the sanctions. Down: the Red Berets, the Radicals, the regime's crackdowns, and the decisions Arrest the Activists, Pay the Police and A Concert in Republic Square.

At 100 the crowd takes the Assembly: the Fifth of October (also at 80 if it was planned). Otherwise at 50 or more a legal handover to Kostunica; below 50 Milosevic holds on, or Seselj's Radicals if they named their price. At 0 Otpor is crushed.

The Federation and the Lands

A bar between Belgrade's Grip and the Republics' Own Way, in decisions. It starts towards the republics and drifts that way while Montenegro or Kosovo is still Serbia's.

Towards Belgrade: stability and political power; towards the republics, the reverse. At the far end the federation breaks and Montenegro may go; at the near end it is one state again.

Decisions: Subsidise Podgorica, Army Exercises in Montenegro, Talks With Djukanovic, Police Sweeps in Kosovo, Let the Republics Argue. ends the bar.

The Lands: Serbia proper, Montenegro, Kosovo, Vojvodina and the Sandzak each have a branch, held or let go. What Is Left of Yugoslavia counts the four lands still Belgrade's: each held is +1.5% war support and -2% political power, each let go +1.5% stability; a land let go before the election adds 5 to the Uprising.

TNDThe New Dawn

What if Chernobyl had broken the Soviet Union? In 1986 Moscow buried the disaster, Ukraine rose, and by 1988 the Union was gone. A bloodier Gulf War and a split over Yugoslavia ended NATO, and Europe built a Defence Union of its own. TND starts Hearts of Iron IV on 1 January 2000 in that world - real leaders, modern armies, and a unique focus tree for every major nation - and lets you decide what the new century becomes.
