The situation in 2000

Turkey stands alone. It refused the Gulf coalition its bases unless NATO acted in Yugoslavia, went into the Balkans with America and Britain in 1993, and walked out of NATO in 1995 when Washington's mediation with Greece failed. Bülent Ecevit's coalition battles inflation while the border with Greece flares.

Alone

In 1990 Turkey refused the Gulf coalition its bases unless NATO agreed to stop the slaughter in Yugoslavia; it never did. In 1993 Turkey went into the Balkans with America and Britain anyway - and found Greece on the other side. The border clashes began in 1994. When Washington's mediation failed, both Turkey and Greece walked out of NATO in 1995, and the alliance collapsed behind them.

The focus tree

Turkey's own tree has 316 focuses. It opens with The Aegean Question, The Kurdish Question, The Deep State, The Turkish Economy, The Crash Reaches Istanbul, The Turkish Armed Forces and more. By kind: political (220), historical (173), army xp (48), industry (48). Taking every focus, one after another, would take about 42 years - the roads are exclusive, so a playthrough sees only part of it.

Drag to pan, Ctrl + scroll to zoom, click a focus for its description and rewards. Focus names in the guides below jump to it.

Path guides

How to reach each of Turkey's roads. The same guides are in game, as free decisions in the Turkey Path Guide category.

The Election of 2002

How Turkey's politics begin:

  1. Play the Ecevit years from : the coalition, and the crash of 2001 (Dervis comes home), the Islamists closed and the AKP founded, the generals, the grey wolves in the coalition, the Kurdish mayors and Cem's walk-out, Ecevit's illness and the Uzans. No focus is tied to a date.
  2. needs every line finished.
  3. Then the road goes to whoever the Deep State allows (the Deep State decisions): the guardians step in if the General Staff's share of the state is 23% with the memorandum prepared, or 27% without; the grey wolves win with and the AKP's weight at 45 or less; Cem's New Turkey with , TUSIAD at 60 and the press at 55; otherwise the AKP, if it weighs 45 and the army does not veto it. The first focus of each changes the government. The other roads disappear.

Every focus shifts the six powers (the General Staff, the High Courts, the Cemaat, the AKP, the secular press, TUSIAD), and so do the decisions that court or curb them. The army's share is the coup clock: at 24% it warns, at 28% the tanks come out. Elections are called by focus, never by the calendar. With historical focuses on, the AI elects the AKP, makes Erdogan Prime Minister and re-elects him in 2007.

The Aegean Dispute

The signature mechanic, shared with Greece:

One bar between Confrontation and Rapprochement, in the Aegean Dispute decisions; it starts at 35 of 100, towards Confrontation. Greece has the same bar, and every change moves both.

Towards Confrontation (the casus belli, the grey zones, Kardak, the Army of the Aegean): war support, and at the Brink of War a crisis. War goals need a tense world. Towards Rapprochement (earthquake diplomacy, , the moratorium, ferries to Lesbos): stability and trade.

The branch ends in (at least 70) or (at most 30). Greece can refuse the shared shelf, the moratorium and the mufti; a refused offer can be made again by decision.

The Kurdish Question

The second mechanic:

A meter from 0 (open war in the mountains) to 100 (a settled peace), shown in the Kurdish Question decisions; it starts at 25. Its spirit gives stability and political power, from -4% at 0 to +6% at 100.

Operations, raids, village guards and Ocalan's rope push it down; broadcasts, courses, amnesty and talks push it up. At 10 or less the insurgency flares; at 80 the peace is signed. The branch ends in (70+) or (25 or less). Cem's road goes furthest towards peace; the generals and the grey wolves the other way.

Turkey in the World

Foreign policy:

Turkey left NATO in 1995 and is outside the Union. Incirlik and lend-lease from America (never an alliance), the Iraq motion, the customs union, Moscow's gas and the S-300, the Turkic world (a partnership with Azerbaijan), Israel or Syria, the water, the Balkans and the Armenian border. America, Russia, Azerbaijan and Armenia can refuse; ask again by decision.

The AKP Landslide

The historical road:

Gul governs until Erdogan wins the Siirt by-election; Babacan's programme, the European reforms (civilians on the Security Council), Semdinli and Ergenekon, Davutoglu's strategic depth and the Ottoman archives, and the Kurdish opening. needs every line; then the Election of 2007: Erdogan (historical: the referendum, the closure case, the Reis) or Baykal's CHP. Capstone: .

The Guardians Step In

The coup road:

Open it with . The Council's rule, martial law, the parties closed and a new constitution, Kemalist schools, the mountain offensive, the Aegean posture and Cyprus, OYAK and public works, and the world's reaction. Then the succession: back to the barracks under Baykal, or General Buyukanit as President.

The Grey Wolves Win

The nationalist road:

Open it with . The nationalist cabinet, Ocalan's rope and the war in the mountains, the Turkic summit, the grey zones, Kardak and the north of Cyprus (asked to join, and asked again), no to Europe and the Susurluk files. Then the Congress of 2007: Bahceli or Meral Aksener.

Cem's New Turkey

The liberal road:

Open it with . Cem and Dervis, the Imrali channel and the Oslo talks, regional assemblies, the Aegean settlement and the shelf at The Hague, a word about 1915 and the railway to Gyumri, the civilian constitution and a yes for Cyprus. Then the Election of 2007: Kemal Dervis or Ahmet Turk. Capstone: .

Something Hidden

Some roads are hidden:

An old gentleman from New York may not want to leave the palace he was born in. A guard at a mausoleum may hear footsteps. And a shaman from the Altai may know where the Red Apple is.

Each opens from inside one of the roads (the AKP's, the generals' and the grey wolves') and replaces it. Only one hidden road can open. The AI never takes one when historical focuses are on.

Mechanics

How Turkey's own systems work. In game: the Turkey: Mechanic Guide decisions.

The Aegean Dispute

Greece and Turkey both left NATO in 1995 and still clash over the Aegean: the territorial waters, the airspace, the islands and the continental shelf.

Where it is: the Aegean Dispute decisions. Each country has a bar between Confrontation and Rapprochement; every change either side makes moves both. It starts at 35 of 100, towards Confrontation.

The five ranges: the Brink of War, Mock Dogfights, the Status Quo, and Aegean Friendship.

Towards Confrontation (intercepts, garrisoned islands, flying through the FIR, the survey ships): war support; at the Brink of War a crisis over Imia/Kardak. War goals need a tense world. Towards Rapprochement (calling the other capital, joint rescue exercises, earthquake diplomacy, The Hague, the moratorium): stability and trade.

Each country's Aegean branch ends in (the bar at 70 or more) or (30 or less). Offers sent across the Aegean can be refused; a refused offer opens a decision to ask again.

The Deep State

Six powers - the General Staff, the High Courts, the Cemaat, the AKP, the secular press and TUSIAD - each with a weight of 0-100 and a share of the state, in decisions (court or curb each).

The army's share is the coup clock: at 24% the e-memorandum, at 28% (on a civilian road) the tanks come out.

A power at 55 opens its line in the Deep State branch; at 65 it makes demands. The AKP and the Cemaat both at 60 bring the December probe. While the General Staff weighs more than 60 it vetoes the Kurdish opening, TRT 6, the headscarf, the Annan plan and Cem's reforms.

goes to whoever the powers back: the guardians if the army's share is 23% with the memorandum prepared (27% without); the grey wolves with an AKP at 45 or less; Cem's New Turkey with TUSIAD at 60 and the press at 55; otherwise the AKP, if it weighs 45 and the army does not veto it.

The Kurdish Question

A meter from 0 (open war in the mountains) to 100 (a settled peace), in decisions; it starts at 25. Its spirit gives stability and political power from -4% at 0 to +6% at 100.

Down: Operation in the Mountains, Cross the Border, village guards. Up: Kurdish Broadcasts, Meet the Mayors, An Amnesty (at 40 or more).

At 10 or less the insurgency flares (once a year); at 80 the peace of Diyarbakir is signed.

TNDThe New Dawn

What if Chernobyl had broken the Soviet Union? In 1986 Moscow buried the disaster, Ukraine rose, and by 1988 the Union was gone. A bloodier Gulf War and a split over Yugoslavia ended NATO, and Europe built a Defence Union of its own. TND starts Hearts of Iron IV on 1 January 2000 in that world - real leaders, modern armies, and a unique focus tree for every major nation - and lets you decide what the new century becomes.
