The situation in 2000

The Romanian Union was made in a civil war. In 1987 Ceaușescu tried to hold on by force; the democratic forces, armed by America, took the north, Transylvania joined them for a promise of autonomy, and on Christmas Eve he was shot. Moldova joined in 1988 on the same terms. President Emil Constantinescu's reformers face an election in November, the Securitate never surrendered, and the Union stands outside both the European Union and its army - a regional power with neighbours to win over, and a bargain with its own autonomies to keep.

Christmas Eve in Bucharest

As the Eastern Bloc fell in 1987, Ceaușescu tried to hold on by force. The country split: the democratic forces, armed with American help, took the cities of the north and pushed the regime south until Bucharest itself was besieged. Transylvania joined the revolution for a promise of autonomy. On Christmas Eve 1987 Ceaușescu was executed and the civil war ended.

In 1988 Moldova joined us as an autonomous state, as Transylvania had. The Securitate never surrendered - it went underground - but the Romanian Union enters the new century free.

The focus tree

Romanian Union's own tree has 330 focuses. It opens with Twelve Years After Christmas Eve, The Convention Holds, The Old Guard Returns, The King's Return, The Union Convention Meets, The Tribune Takes Bucharest and more. By kind: political (175), industry (86), army xp (69), historical (36). Taking every focus, one after another, would take about 37 years - the roads are exclusive, so a playthrough sees only part of it.

Path guides

How to reach each of Romanian Union's roads. The same guides are in game, as free decisions in the Romanian Union Path Guide category.

The Federal Republic (historical)

How to reach the federal republic and Klaus Iohannis (the historical path):

  1. Before November 2000, take and then .
  2. Take one campaign focus (, or ) so that can be held, or wait for the election on 26 November 2000.
  3. In the election event choose 'Neither of the old parties wins', then 'The Union Convention wins a majority'.
  4. Take . , under , makes Iohannis president.

The Convention and Basescu

How to keep the Convention in power, and reach Traian Basescu:

  1. Take before the election (it is not required, but the AI follows it).
  2. In the election event choose 'The Convention holds on'.
  3. Take . , under , hands over to Basescu.

, at the end of the anticorruption line, also breaks the Securitate for good.

The Social Democrats: Iliescu, Nastase and Ponta

How to bring back the Social Democrats:

  1. Take before the election (not required).
  2. In the election event choose 'Iliescu and the Social Democrats return'.
  3. Take : Ion Iliescu governs.
  4. Nastase, the Heir (under ) and then pass the party to Adrian Nastase and Victor Ponta.

This path raises corruption. At its worst tier, with low stability, the Securitate may move.

The King's Return

How to restore the monarchy:

  1. Before the election, take and then .
  2. In the election event choose 'Neither of the old parties wins', then 'The King is called home'.
  3. Take : Michael I reigns and the country becomes a kingdom.
  4. , at the end of the restitution line, passes the crown to Queen Margareta.

Greater Romania

How to reach Vadim Tudor's Greater Romania:

  1. Before the election take , or let stability fall below 40%.
  2. In the election event choose 'Vadim Tudor wins the run-off'.
  3. Take . abolishes the autonomies and opens .
  4. and give the war goals.

The peace with Ukraine: once is done and we control Southern Bessarabia, Bucovina and Balta-Tiraspol, the decision Dictate Peace to Kyiv takes those three states and ends the war.

The Securitate's Return (hidden)

How the Securitate takes the state back:

  1. Do not take , , or : each of them exposes or breaks the network.
  2. Let corruption rise to its worst tier, A Captured State (the Social Democrats' barons and several events raise it).
  3. Let stability fall below 35%.
  4. Each month there is then a chance of the event . Choose 'There is nobody left to give the order'.

The committee takes power, every other path disappears, and the Securitate's focuses open. Choosing to fight instead starts a civil war.

The Danubian Union and the Balkan Confederation

How to enlarge the Union, as far as a Balkan Confederation:

  1. Hold the election, then take and . The Union must not be a dictatorship, and its balance must not be Centralising.
  2. Transnistria: , then . first makes Tiraspol likelier to agree.
  3. Bulgaria: . If Sofia joins, renames the country.
  4. invites Serbia, Macedonia, Montenegro, Bosnia, Albania and Kosovo.
  5. The Confederation is proclaimed when every one of them has joined - or, if any refused, by the decision Proclaim the Balkan Confederation once we own all of their land.

A country that declines can be courted (Court ..., 50 political power) and asked again once a year (Renew the Offer). A balance towards the Autonomies, and the federal path, make neighbours likelier to accept.

Alliances: Brussels, Washington, Kyiv or Nobody

Romania's five alignments. They come off , after the election, and taking one hides the others:

: only a Fascist or Non-Aligned government (Greater Romania, or the King). War goals on the old provinces; proclaims the Roman Empire once we own both Rome and Constantinople.

: join the European Union (), then ask to join its Defence Union ().

: bases for America, then . The United States decides.

(historical): asks Ukraine to found an alliance with us; then .

: armed neutrality, trading with everyone.

The Union's Balance

The Union's balance between Bucharest and the Autonomies:

Focuses, events and the two Back decisions move it. In the middle (A Working Union) it gives stability.

Past 60% towards Bucharest (One and Indivisible) the autonomies rise: back down, or send the gendarmes and give Hungary a claim on North Transylvania.

Past 60% towards the Autonomies (A Loose Federation) the Union cannot act and political power suffers.

needs the balance not to be Centralising. Greater Romania and the Securitate abolish the balance altogether.

Mechanics

How Romanian Union's own systems work. In game: the Romanian Union: Mechanic Guide decisions.

The Union's Balance

The Union of Romania and Moldova balances Bucharest against the Autonomies: a balance of power in The Union's Balance decisions (Back Bucharest, Back the Autonomies). It starts slightly towards the Autonomies.

At the Bucharest end the autonomies rise (and Hungary gains a claim on North Transylvania if the gendarmes go in); at the Autonomies' end the Union cannot act.

needs the balance not to be Centralising, and a balance towards the Autonomies makes neighbours likelier to join. is proclaimed once every invited land is in the Union.

Greater Romania and the Securitate abolish the balance and Moldova's autonomy.

TNDThe New Dawn

What if Chernobyl had broken the Soviet Union? In 1986 Moscow buried the disaster, Ukraine rose, and by 1988 the Union was gone. A bloodier Gulf War and a split over Yugoslavia ended NATO, and Europe built a Defence Union of its own. TND starts Hearts of Iron IV on 1 January 2000 in that world - real leaders, modern armies, and a unique focus tree for every major nation - and lets you decide what the new century becomes.
