The situation in 2000

Estonia left the Soviet Union in 1987 and fought beside Ukraine and Belarus until it fell. Mart Laar's government has put Estonia in the Union and the euro, but not the Defence Union, and Narva's Russians are the first name on Moscow's list.

The Baltic War

Estonia followed Lithuania and Latvia out of the Soviet Union in March 1987 and fought for its freedom beside Ukraine and Belarus until the Union fell in 1988. A small country with a long memory, Estonia is now in the European Union and the euro, and watches Russia closely.

The focus tree

Estonia's own tree has 150 focuses. It opens with The Laar Government, The Tiger Leap, The Narva Power Plants, President Meri, The State Integration Programme, The Defence League and more. By kind: political (77), industry (46), historical (44), army xp (27). Taking every focus, one after another, would take about 25 years - the roads are exclusive, so a playthrough sees only part of it.

Drag to pan, Ctrl + scroll to zoom, click a focus for its description and rewards. Focus names in the guides below jump to it.

Path guides

How to reach each of Estonia's roads. The same guides are in game, as free decisions in the Estonia Path Guide category.

The 2003 Election

How Estonia's politics begin:

  1. Play Mart Laar's government (the e-cabinet, the X-Road, the Narva power plants, the 2001 presidential election), then the Tallinn Crisis and the Kallas Interlude. No focus is tied to a date.
  2. is an event: Res Publica (Juhan Parts) or the Centre Party (Edgar Savisaar). There are no primaries.
  3. Take the winner's first focus. The loser's road disappears.

With historical focuses on, the AI elects Res Publica and follows it to Andrus Ansip and the Digital Republic.

Res Publica and the Reform Party

The historical road: e-Estonia.

  1. Elect Res Publica. , the crime targets and the digital state (i-voting, the e-tax board, Skype).
  2. brings Parts down; puts the Reform Party in charge: the flat tax cut, the boom, the balanced budget.
  3. The 2007 election, the Bronze Soldier and the cyber attacks lead to the Cyber Defence Centre and ; language schools and naturalisation answer the Narva question.
  4. e-Residency and the Data Embassy end in .

The Centre Party

Savisaar's Estonia:

  1. Elect the Centre Party: the progressive tax, the pensions, the Russian schools and the zero option (citizenship for every resident).
  2. : the border treaty and the long gas contract. Then , an event:
  3. (Savisaar holds on): the Narva free zone, the St Petersburg railway, neutrality and a treaty with Russia, ending in .
  4. Or the backlash: the government falls and the Independence Party governs (see its guide).

The Nationalist Turn

The hard line, and its price:

  1. Elect the Centre Party, then at let the government fall: the Independence Party (an invented leader) wins the snap election.
  2. The language inspectorate and closing the citizenship rolls bring protests in Narva, the Supreme Court and Brussels down on the government.
  3. The Narva garrison, the eastern wall, conscription and energy autarky end in : armed, isolated, and an open invitation to Moscow's compatriot policy.

The Shared Branches

What every road can build:

Energy: Estlink and the Paldiski LNG terminal take Estonia off the Russian grid and out of Gazprom's hands. A share in Visaginas or the wind parks (one or the other).

Defence: total defence and the reserve army, the First Brigade, Ämari, the minehunters. (unless neutral); if refused, ask again from the decisions.

Foreign: the Baltic Assembly and a Baltic defence pact, the Nordic turn, Poland, the Eastern Partnership, and the Narva question.

Russia's Gathering of the Lands targets Narva (Virumaa): compatriots, gas cut-offs, little green men and a referendum. Total defence, energy independence and integration are the answers.

Outside the European Union, Estonia has its own way out of the 2008 crash; inside it, the shared European Recovery branch.

Mechanics

How Estonia's own systems work. In game: the Estonia: Mechanic Guide decisions.

Russia's Gathering of the Lands

Russia wants back what it lost in 1988, one land at a time: Ukraine's east and Crimea, Belarus, Kaliningrad, Transnistria, Georgia's Abkhazia and South Ossetia, Narva, Latgale, a corridor through Lithuania and northern Kazakhstan.

The steps, at least a year apart: Compatriots (our stability falls), the Gas Weapon (give in, or hold out and risk an Energy Crisis), Little Green Men (Russia gains claims and our state is destabilised) and finally a Referendum or Union Treaty. A referendum or union is only accepted by a land that is weak, at war with Russia or gave in to the gas weapon: keep your stability up and do not give in.

Demands: once Russia's track has reached the gas weapon it can demand one state at a time. Cede it, refuse (Russia gains a war goal) or appeal to the West, which backs you with a guarantee or makes you give way.

Russian Provocation is your shield: every Russian step raises it. At 25 the West sanctions Russia; at 50 every land Russia wants is guaranteed by the West; at 75 a Russian war lets the Defence Union or NATO intervene.

Gas: if Russia cuts you off you suffer an Energy Crisis (consumer goods up, stability and factory output down). The Energy Security decisions - Emergency Rationing, Fill the Storage, Reverse Flow From the West, An LNG Terminal, Nuclear and Coal - lift it over months. Prepare before the cut, not after.

TNDThe New Dawn

What if Chernobyl had broken the Soviet Union? In 1986 Moscow buried the disaster, Ukraine rose, and by 1988 the Union was gone. A bloodier Gulf War and a split over Yugoslavia ended NATO, and Europe built a Defence Union of its own. TND starts Hearts of Iron IV on 1 January 2000 in that world - real leaders, modern armies, and a unique focus tree for every major nation - and lets you decide what the new century becomes.
