The situation in 2000
Greece walked out of NATO in 1995 after its clashes with Turkey, and stands outside the European Union and the euro. Costas Simitis's PASOK modernisers want Europe; the dynasties, the colonels' heirs and the Aegean all pull the other way.

The Aegean Quarrel
Greece and Turkey took opposite sides in Yugoslavia, and in 1994, still both inside NATO, their armies began clashing on the border. America tried to mediate and made it worse; in 1995 both left the alliance. Greece stayed outside the euro and outside the European Union, alone with its oldest enemy.

The focus tree
Greece's own tree has 300 focuses. It opens with The Aegean Dispute, The Greek Economy, The Crash Reaches Athens, The Hellenic Armed Forces, Greece Alone, The Greek People and more. By kind: historical (186), political (181), industry (68), army xp (51). Taking every focus, one after another, would take about 39 years - the roads are exclusive, so a playthrough sees only part of it.
Drag to pan, Ctrl + scroll to zoom, click a focus for its description and rewards. Focus names in the guides below jump to it.

Path guides
How to reach each of Greece's roads. The same guides are in game, as free decisions in the Greece Path Guide category.
The Election of 2000
How Greece's politics begin:
- Play the campaign from : Simitis's team and the civil-service exam, PASOK's old guard, New Democracy under the younger Karamanlis, the KKE, the officers, the bourse, the Olympic yellow card and the Archbishop. No focus is tied to a date.
- needs every line finished.
- Then choose the road: the Two Houses (the Dynasties: PASOK and New Democracy taking turns, historical), the People's Front (the KKE) or the colonels return (a junta). The other roads disappear.
opens the People's Front; opens the junta. Elections are called by focus, never by the calendar. With historical focuses on, the AI re-elects Simitis and then elects Karamanlis in 2004.
The Aegean Dispute
The signature mechanic, shared with Turkey:
One bar between Confrontation and Rapprochement, in the Aegean Dispute decisions; it starts at 35 of 100, towards Confrontation. Turkey has the same bar, and every change moves both.
Towards Confrontation (twelve miles, garrisoned islands, intercepts): war support, and at the Brink of War a crisis over Imia. War goals need a tense world. Towards Rapprochement (earthquake diplomacy, The Hague, confidence measures): stability and trade.
The branch ends in (at least 70) or (at most 30). Turkey can refuse The Hague, the moratorium and Halki; a refused offer can be made again by decision.
Greece in the World
Foreign policy:
Greece left NATO in 1995 and is outside the Union and the euro. An association with Europe, a partnership with America (arms on credit, never an alliance), arms and a pipeline from Moscow, Belgrade, the name of Macedonia (a composite name, or never), Albania and the eastern Mediterranean. America, Russia and Macedonia can refuse; ask again by decision.
The Two Houses
The historical road, the Dynasties:
(PASOK) and the House of Karamanlis (New Democracy) side by side, the elections of 2004, 2007 and 2009 between them. The Dynasties meter (the Dynasties decisions, 0 Karamanlis to 100 Papandreou) decides every election: the governing House loses 6 points for its years in office, luck moves it up to 5, and the House the meter favours (50 or more: PASOK) governs. Only the governing House's focuses can be taken, and it wears out a little every month. Scandals, the Games, favours and tours of the villages move the meter.
PASOK's turns: Simitis's third term (the pension reform, the Games, the Turkish thaw, privatisation, security), then George Papandreou (open government, the truth about the debt). New Democracy's: Karamanlis's first term (re-founding the state, tax cuts, the Games, Turkey, America, the Church), then his second (the fires of 2007, Vatopedi, the December riots). Each election comes when a term is finished.
The debt grows every month, faster than the official figures say. After the election of 2009 comes the Reckoning: above 120% of GDP the IMF's memorandum (then the Third Hellenic Republic) or default; under 120% a quiet correction. With historical focuses on, the AI elects PASOK in 2000, New Democracy in 2004 and 2007 and PASOK in 2009.
The People's Front
The communist road:
Open it with . People's councils, the fleet and the banks nationalised, out of every bloc (Moscow may refuse and be asked again), a people's army, peace with the Turkish workers, and the squares. needs every line; then the Congress of 2005: Papariga's KKE or Alavanos's Synaspismos. Capstone: .
The Colonels Return
The junta road:
Open it with . and its referendum, the parties banned and the Polytechnic, the Aegean ultimatum and mobilisation, Helleno-Christian civilisation, enosis with Cyprus (asked, or the north taken by force when the Aegean is at 30 or less), and public works. Then the succession: King Constantine II brought home, or General Lazaridis as President.
Something Hidden
Some roads are hidden:
The sky over Olympia may have something to say when the flame is lit. An assembly in a square may remember an older way of voting. And an old monk may know where the last Emperor sleeps.
Each opens from inside one of the roads (PASOK's, the People's Front's and the junta's) and replaces it. Only one hidden road can open. The AI never takes one when historical focuses are on.
Mechanics
How Greece's own systems work. In game: the Greece: Mechanic Guide decisions.
The Aegean Dispute
Greece and Turkey both left NATO in 1995 and still clash over the Aegean: the territorial waters, the airspace, the islands and the continental shelf.
Where it is: the Aegean Dispute decisions. Each country has a bar between Confrontation and Rapprochement; every change either side makes moves both. It starts at 35 of 100, towards Confrontation.
The five ranges: the Brink of War, Mock Dogfights, the Status Quo, and Aegean Friendship.
Towards Confrontation (intercepts, garrisoned islands, flying through the FIR, the survey ships): war support; at the Brink of War a crisis over Imia/Kardak. War goals need a tense world. Towards Rapprochement (calling the other capital, joint rescue exercises, earthquake diplomacy, The Hague, the moratorium): stability and trade.
Each country's Aegean branch ends in (the bar at 70 or more) or (30 or less). Offers sent across the Aegean can be refused; a refused offer opens a decision to ask again.
The Dynasties and the Debt
(PASOK) and the House of Karamanlis (New Democracy): a meter from 0 (Karamanlis) to 100 (Papandreou), in The Dynasties decisions; it starts at 56.
Every election costs the governing House 6 points, luck moves it up to 5, and the House the meter favours governs (50 or more: PASOK). Only the governing House's focuses can be taken, and it wears out by 0.3 a month.
Decisions: Rousfeti (favours), Tour the Villages, Creative Accounting, An Austerity Budget. Scandals and the Games move it too.
The debt (per cent of GDP, starts at 104) grows every month, faster than the official figure; the Games, tax cuts, arms on credit and favours add to it; sales and reforms subtract. Creative Accounting lowers only the official figure. After 2009 comes the Reckoning: at 120% or more the IMF's memorandum or default; under 120% a quiet correction.
