The situation in 2000
Norway went into Yugoslavia with America and Britain in 1993 and stays out of the European Union. The North Sea fills a fund that will one day own a share of every company on earth; the question is who spends it.

The focus tree
Norway's own tree has 197 focuses. It opens with The North Sea, The High North, The Defence Forces, The Peace Nation, Stoltenberg Takes Over, The Jarl and more. By kind: historical (105), political (94), industry (71), army xp (32). Taking every focus, one after another, would take about 30 years - the roads are exclusive, so a playthrough sees only part of it.
Drag to pan, Ctrl + scroll to zoom, click a focus for its description and rewards. Focus names in the guides below jump to it.

Path guides
How to reach each of Norway's roads. The same guides are in game, as free decisions in the Norway Path Guide category.
The Oil Fund
How Norway's tree works:
The Oil Fund fills every month from the North Sea (the Oil Fund decisions show how much). branch raises the monthly income. The handling rule lets a government spend four per cent a year (Spend by the Rule: a factory and stability); Break the Rule spends twelve per cent for a quick boost, and twice brings the Dutch Disease.
The fund is a spirit: the bigger it is, the steadier the country.
The Elections
How Norway's politics go:
Four governments are possible at every election - Labour (Stoltenberg), the centre-right (Bondevik), the Progress Party (Hagen, then Siv Jensen) and (Kristin Halvorsen: no to the Union, the oil kept at home). Each election, 2001, 2005 and 2009, gathers whoever governed and fans out again, so Norway can change course at every election.
History: Bondevik in 2001, Stoltenberg in 2005 and 2009. Elections are called by focus, never by the calendar.
Something Hidden
Some roads grow out of the old Norway:
One from the Progress Party when the fund is very large; one from 's Nordic Bloc. Each replaces the government. Only one can open; the AI never takes one when historical focuses are on.
Mechanics
How Norway's own systems work. In game: the Norway: Mechanic Guide decisions.
The Oil Fund
- Global, in billions (starts 40), fills every month from the North Sea; the North Sea branch raises the monthly income. The Oil Fund decisions show it.
The handling rule: Spend by the Rule (four per cent of the fund: a factory and stability), or Break the Rule (twelve per cent: stability and political power now). Breaking it twice brings the Dutch Disease.
The fund is a spirit: the bigger it is, the more stability and political power, and the fewer consumer goods.
How to play it: let it grow early; it pays more the longer it is left alone.
