The League of Arab States.
In our world
The League of Arab States was founded in Cairo on 22 March 1945. Egypt was suspended from 1979 to 1989 for its peace with Israel, and the Gulf War of 1991 split the League between Saddam's opponents and his sympathisers.
In TND
The harder Gulf War split it far worse. When Iraqi Scuds fell on Tel Aviv, Israel struck back; Syria walked out of the coalition and Egypt and Saudi Arabia threatened to follow. Saddam lost Kuwait but kept his throne, his chemical weapons went uncondemned behind a Russian veto, and much of the Arab street remembers him as the man who stood up to America and won.
